Entrevista a David Casarejos en AM-830
Con motivo de la reunión de David Casarejos con Adrián Barbón, Presidente del Principado de Asturias, Francisco López y Roberto San Martín entrevistaron al Presidente del CREE de Mánchester en el programa radiofónico “Cenizas de Babilonia-Diáspora Española” de Radio del Pueblo AM830.
¿Cómo trascurrió esa conversación y qué sacaste en claro de ella?
Había varios puntos a conversar con el Presidente del Principado de Asturias. El primero de ellos nos llevó a discutir el tema de la circunscripción exterior, porque desde el punto de vista del Consejo General y de quienes representamos a la diáspora en el exterior, el anuncio por su parte, de una circunscripción exterior, antes incluso de tener formado el gobierno, evidentemente es una buena señal.
Que una comunidad autónoma ofrezca la posibilidad de empezar a hacer este camino es una buena señal. Porque creo que después de Asturias, otras irán cayendo. Esperamos que Galicia pueda caer, esperamos que vayan cayendo las comunidades autónomas con gran peso de la diáspora.
Y luego, al final de la carretera, vamos a tratar de llevarlo a nivel nacional. Todos esperamos poder tener algún tipo de circunscripción exterior que nos represente mucho mejor de los que ahora mismo se nos representa en el sistema actual.
En el tema de la propuesta, el Presidente del Principado de Asturias quiere que desde Consejo General podemos empujar con su propuesta, porque sabemos que hay partidos en Asturias, como el Foro Asturias y el Partido Popular que, sin saber muy bien por qué razón, se han opuesto a la idea. Entonces lo que nos pidieron desde el Consejo General es hacer algún tipo de declaración o comunicación para animar a todos los partidos a sumarse.
En las elecciones de Asturias el asiento que están proponiendo lo hubiera ganado el Partido Popular, porque el voto exterior lo había ganado el PP por muy pocos votos. Con lo cual esta no es una propuesta partidista, hay cierto riesgo para todos los partidos.
Los únicos que perderían son los terceros, cuartos, quintos partidos en lista. Otro tema que estuvimos discutiendo fue el de la organización del pleno del Consejo General en Asturias. En vez de reunirnos en Madrid, lo que estamos viendo es por qué no nos reunimos otra vez en las comunidades autónomas con gran peso de emigración.
Y Asturias le ofreció hace varios meses a nuestra presidente, Violeta Alonso, un posible lugar para el pleno. Y ahora, con todo el tema de las elecciones, estamos teniendo un deja vú con lo que pasó en 2019, que pasó algo parecido.
El pleno del Consejo nunca se reunión en 2019. Y no queremos que esto se vuelva a repetir. Desde el Consejo General estamos tratando de apretar para que se anuncie ya la reunión del Consejo General.
Para que se produzca esta reunión tenéis que esperar a que se elija el nuevo gobierno o podéis seguir reuniéndose. ¿Es necesario que esté constituido el Gobierno de España o seguís como hasta este momento?
Ese es el problema, porque nosotros somos una institución independiente. Nosotros pertenecemos o estamos bajo el amparo de un ministerio concreto, pero somos un organismo independiente, y no tiene ningún sentido que se nos esté dando largas hasta que esté el gobierno formado. Hay un gobierno en funciones, ya se habló de esta reunión y se intentó organizar en mayo, con lo cual esto tiene que seguir adelante porque nosotros no vamos de la mano de un partido o de otro.
Podemos tener un secretario de Estado que va a tener una vicepresidencia del Consejo General, pero nuestra presidenta, Violeta Alonso, no pertenece a ningún partido político y nosotros no dependemos de un gobierno o de otro.
Lo que queremos hacer es normalizar esta situación. No queremos que cada vez que haya elecciones no nos reunamos durante un montón de meses por el simple hecho de que no quieren arriesgarse. Lo que estamos pidiendo es que se anuncie la reunión.
Hay que el anuncio se tiene que hacer dos meses antes del pleno. Lo que tenemos que hacer es conseguir que se anuncie ya y que nos podamos reunir en octubre o a principios de noviembre.
El Principado de Asturias se proponía como sede permanente para celebrar las reuniones, en vez de Madrid, ¿esto es así?
En anteriores mandatos ha habido reuniones en Galicia, en Asturias, en diferentes regiones; con lo cual no es absolutamente novedoso. Al principio se habló de que íbamos a hacerla en Baleares, y resulta que en Baleares al final cayó la propuesta porque no sabemos si el gobierno de Baleares va a estar por la labor de organizar un Consejo.
¿Los proyectos en los que trabajan desde el Consejo están paralizados o seguís trabajando en ellos?
El texto del Estatuto ya se mandó. Se paralizaría si hubiera un cambio de gobierno. Con el PP, probablemente ellos quieran hacer un estatuto de ciudadanía exterior ellos, no heredar ninguno del gobierno actual. Si el gobierno es de partidos progresistas, entonces esto seguiría adelante.
El tema de protección a mujeres seguiría igual. Ahora tenemos alrededor de cuarenta propuestas que se han aprobado en comisiones durante el mes de julio en Madrid. Hay propuestas sobre circunscripción exterior, sobre nacionalidad y derechos, sobre actualizaciones de DNI en el exterior, etc. Todo esto no puede esperar hasta que de repente digan que lo dejan para el año que viene.
Estoy trabajando en otras trece propuestas junto con mi compañera Nuria Fraile. Hay mucha gente que con el nuevo Consejo General y los nuevos CREE, se están empezando a animar a mandarnos propuestas e ideas, y a estar más cerca de nosotros.
La idea es tratar de reflejar todas las necesidades de la gente en el exterior. Y evidentemente, a cuanta más gente lleguemos vamos a tener la opción de que mucha de esa gente nunca ha oído hablar de los CREE, tienen muy buenas ideas sobre posibles mejoras.
¿Estáis trabajando en el desarrollo de las próximas elecciones para los CREE?
Nosotros hemos tratado de empujar para quitar todas las trabas que hay. Ahora mismo hay una traba que es muy clara «del 7 %» que sigifica , la misma dice que el 7 por ciento de la población dependiente del consulado donde que elige en CREE no puede votar si hay solo una lista.
Esto lo que hace es abocar a muchos países a tener dos listas o quedarse fuera de tener representación. No queremos tener que estar haciendo dos listas, queremos que se facilite la necesidad de un consejo de residentes. Estamos tratando de facilitar cómo hacer las listas sin contradecir estas normas.
